It's because of the Adobe photo downloader app that is part of Lightroom, it recognizes an external memory device and looks for photos to import. One solution for this is to disable it manually (by right-clicking it, located on the taskbar near the clock) or even disable it from loading as part of startup.

edit -> preferences -> import tab

uncheck 'Show import dialog when a memory card is inserted'
