what software can be used to lay out and print ID photos (2x2, 1x1 and passport size) aside from photoshop?

I mean, all we have to do is to drag and drop the shot to the software, do some sizing and then print. A template where 2x2 and 1x1 is already there. again, aside from photoshop.
