I recently read an article about a PS technique to emulate the effects of an IR film. It doesn't work on all photos though..

True... It doesn't... It can work particularly well though with some pics which have foliage with a green colour... However really not every pic. Even IR pics captured by dedicated cameras or those with filters need to be toned to achieve that desired look... :)
