Try VSO Image Resizer. It lets you resize your images to the standard monitor and print dimensions and embeds your watermark (image or text) in strategic places that you can choose. No loss of exif data and hardly any loss of quality during the resize. Great for photos to post in forums that recommend smaller photo dimensions for viewing.

You can also try Google's Picasa, because when you use it to upload to your Picasa Web folder you can tell it to append your watermark. The only thing with Picasa is that it limits your watermark to only text and you can't format the font and style either.
