the 20d with kit lense is only 52,000 while the 30d whith kit lense is 68,500 ...which is better?

I suggest you wait a few weeks. Prices should come down some more. Here in the US, there was just a recent price drop. The 400d went on sale for around $550 and the 30d was just a little over $1k (bodies only).
