My Sister is planning to buy the Sigma 17 - 70 f/2.8-4.5mm DC Macro lens for 13k(2nd hand, used for 3mos), She will use it on Canon 350D, And i might use it too on my 40D.

Did you ask the seller the reason for selling? I think a good lens would've lasted longer than 3 mos...

He said he really needs the cash.

The said lens has good reviews online. Just check for backfocusing problems.
